For global brands sourcing paper tubes, rigid boxes, folding cartons or food packaging, sustainability is no longer only about choosing kraft paper or adding an FSC logo. What Is EUDR Compliance for Paper Packaging?

This distinction really matters.

The European Commission’s latest FAQ says that packaging placed on the EU market or exported as a product in its own right can be covered. By contrast, packaging used exclusively to support, protect or carry another product is not considered a relevant product for this purpose.

For covered products, due diligence focuses on traceability, legality and deforestation-free sourcing. Operators must collect required information, assess risk and, where necessary, reduce that risk to the required level before placing relevant products on the EU market or exporting them.Cumplimiento del EUDR

When Does the EUDR Apply?

The Regulation entered into force in 2023, although its substantive application dates were subsequently amended.

Current Cumplimiento del EUDR requirements apply from:

  • 30 December 2026 for large and medium operators
  • 30 June 2027 for most micro and small operators
  • 30 December 2026 for micro and small operators already covered by the previous EU Timber Regulation

These are the current European Commission dates as of August 2026.

For brands planning EU launches, this means sourcing should be reviewed before the shipment is already sitting in production.

What About Recycled Paper?

Recycled paperboard also needs careful analysis.

According to the Commission’s current FAQ, products produced entirely from material that has completed its lifecycle and otherwise would have become waste are outside the Regulation. Sin embargo, if a recycled paperboard contains non-recycled material, the non-recycled portion can still be subject to the relevant traceability requirements.

If so, the sourcing documentation may need to support Cumplimiento del EUDR, depending on the applicable classification and the buyer’s role.

Skincare and Cosmetics

Cosmetics brands may use:

  • Folding cartons
  • Paper tubes
  • Rigid boxes
  • Sleeve boxes
  • Gift sets

A skincare buyer may also request FSC-certified paper, recycled board or molded-pulp inserts.

Those attributes can support broader sustainability objectives. Sin embargo, FSC or recycled content does not automatically replace Cumplimiento del EUDR obligations where the Regulation actually applies.

Tea and Coffee

Tea and coffee packaging may include:
