For global brands sourcing paper tubes, caixas rígidas, folding cartons or food packaging, sustainability is no longer only about choosing kraft paper or adding an FSC logo. EUDR compliance is becoming part of the sourcing conversation because certain wood- and paper-based products can fall within the EU Deforestation Regulation depending on their tariff classification and how they are placed on the EU market.
No entanto, packaging scope is more nuanced than many buyers expect. Standalone paper or wood packaging sold as a product in its own right can be covered when it falls within Annex I, while packaging used exclusively to support, protect or carry another product is excluded from EUDR scope. Portanto, buyers should confirm the actual CN/HS classification, commercial use and supply-chain role before assuming that every paper package is regulated in the same way.
What Is EUDR Compliance for Paper Packaging?
EUDR compliance means meeting the applicable requirements of Regulation (EU) 2023/1115 for relevant commodities and products associated with deforestation and forest degradation. For paper packaging, wood is the relevant commodity, while specified pulp, paper and paperboard products appear within the Regulation’s Annex I scope.
In practical terms, EUDR compliance starts with a scope check. A buyer or supplier should identify the product code, determine whether the package is being placed on the market as standalone packaging or merely used to carry another product, and then confirm which company in the chain is acting as operator, downstream operator or trader.
This distinction really matters.
The European Commission’s latest FAQ says that packaging placed on the EU market or exported as a product in its own right can be covered. By contrast, packaging used exclusively to support, protect or carry another product is not considered a relevant product for this purpose.
For covered products, due diligence focuses on traceability, legality and deforestation-free sourcing. Operators must collect required information, assess risk and, where necessary, reduce that risk to the required level before placing relevant products on the EU market or exporting them.
When Does the EUDR Apply?
The Regulation entered into force in 2023, although its substantive application dates were subsequently amended.
Current EUDR compliance requirements apply from:
- 30 December 2026 for large and medium operators
- 30 June 2027 for most micro and small operators
- 30 December 2026 for micro and small operators already covered by the previous EU Timber Regulation
These are the current European Commission dates as of August 2026.
For brands planning EU launches, this means sourcing should be reviewed before the shipment is already sitting in production.
Enquanto isso, another major EU packaging rule is already relevant: o Regulamento de Embalagens e Resíduos de Embalagens, or PPWR, geralmente se aplica a partir de 12 Agosto 2026. Portanto, EU-bound packaging projects increasingly need to consider sourcing, reciclabilidade, material reduction and other packaging requirements together.
Does EUDR Apply to Every Paper Box or Paper Tube?
Não.
This is probably the most important point in the entire article.
The official FAQ explains that paper or wood packaging sold as standalone packaging can be in scope, while packaging used only to support, protect or carry another product is not. Portanto, EUDR compliance cannot be determined simply by seeing that a package is made from paper.
Por exemplo, imagine an EU importer purchases 20,000 empty custom perfume boxes from an overseas packaging manufacturer.
Those empty boxes are being supplied as packaging products in their own right.
Now compare that with perfume bottles imported into the EU already packed inside their retail paper boxes. If those boxes are classified together with the perfume and merely support, protect or carry the product, the EUDR treatment of the packaging itself can be different.
That distinction is easy to miss.
What About Recycled Paper?
Recycled paperboard also needs careful analysis.
According to the Commission’s current FAQ, products produced entirely from material that has completed its lifecycle and otherwise would have become waste are outside the Regulation. No entanto, if a recycled paperboard contains non-recycled material, the non-recycled portion can still be subject to the relevant traceability requirements.
Portanto, ask the supplier whether a “recycled board” is:
- 100% recovered post-lifecycle material, ou
- a mixture of recycled fiber and virgin pulp.
Those are not necessarily the same situation under EUDR.
Aplicativos comuns
EUDR requirements can become relevant across many custom packaging categories when the packaging itself is supplied as a relevant standalone product.
Perfume and Fragrance Packaging
Perfume brands frequently use:
- Rigid paper tubes
- Shoulder-neck tubes
- Telescopic tubes
- Rigid gift boxes
- Drawer boxes
- Magnetic boxes
A luxury package may combine greyboard, specialty wrapping paper, a paperboard insert and decorative finishing.
For EU sourcing, the buyer should first determine whether the empty packaging itself is being imported or placed on the market as a product in its own right. If so, the sourcing documentation may need to support EUDR compliance, depending on the applicable classification and the buyer’s role.
Skincare and Cosmetics
Cosmetics brands may use:
- Folding cartons
- Paper tubes
- Caixas rígidas
- Sleeve boxes
- Conjuntos de presentes
A skincare buyer may also request FSC-certified paper, recycled board or molded-pulp inserts.
Those attributes can support broader sustainability objectives. No entanto, FSC or recycled content does not automatically replace EUDR compliance obligations where the Regulation actually applies.
Em particular, the European Commission states that certification schemes may support risk assessment, but operators remain legally responsible for due diligence.
Tea and Coffee
Tea and coffee packaging may include:
- Paper tubes
- Caixas dobráveis
- Food gift boxes
- Kraft cartons
- Foil-lined paper cans
Some products also use a sealed high-barrier pouch inside the paper package.
One detail deserves attention here: coffee itself is one of the commodities covered by EUDR, while the outer paper package may fall under a different Annex I classification and supply-chain scenario. Portanto, buyers should not assume that the compliance analysis for the coffee automatically answers the compliance question for the packaging.
Chocolate and Snacks
Chocolate, candy and snack packaging can use:
- Paper tubes
- Food cartons
- Windows
- Inserts
- Paper trays
- Foil liners
Again, the outer package and food inside it may have different regulatory treatment.
Portanto, procurement teams should document the packaging specification and food-product compliance separately rather than putting everything under one vague “sustainable packaging” label.
Candles and Gift Products
Heavy candle jars often require thick paperboard and fitted inserts.
Gift packaging may also include multiple paper components.
If those empty packaging products are supplied separately into the EU market, classification and supply-chain documentation should be reviewed early.
Opções de materiais
Material selection affects both packaging performance and the documentation required for sustainable sourcing.
Papel kraft
Kraft paper is popular because it creates a natural appearance with relatively simple printing.
Possible options include:
- Natural brown kraft
- Kraft branco
- Black kraft
- Recycled kraft
- Specialty kraft
When virgin wood fiber is used in a relevant product, the Regulation may require traceability through the responsible operator’s due-diligence system.
Papel artístico
Coated art paper works particularly well for:
- CMYK
- Pantone
- Photography
- Detailed illustrations
- Fine typography
No entanto, a smooth white surface tells the buyer almost nothing about fiber origin.
Portanto, brands should request actual material and supply-chain information rather than judging sustainable sourcing by appearance.
Papel Especial
Premium packaging may use:
- Papel de linho
- Leather-texture paper
- Pearlized paper
- Dyed-through paper
- Metallic-effect paper
Specialty materials can involve several supply-chain participants.
Como resultado, the supporting documentation should follow the actual fiber-containing paper and applicable supplier chain—not merely the decorative material name.
Recycled Paperboard
Recycled paperboard can reduce demand for virgin fiber.
No entanto, many recycled grades contain some virgin pulp for strength.
Portanto, buyers should request the material composition rather than simply seeing “recycled paperboard” on a quotation and assuming it is entirely outside EUDR scope. The Commission’s FAQ specifically distinguishes fully recovered material from products containing non-recycled fiber.
Food-Grade Paper
Food packaging may use:
- Food-grade white paper
- Papel revestido de PE
- Grease-resistant paper
- Barrier paper
- Cartão de qualidade alimentar
EUDR compliance and food-contact safety are separate topics.
One concerns deforestation-related sourcing and market-access obligations. The other concerns whether the materials are suitable for the intended food-contact conditions.
Consequentemente, one certificate should not be treated as proof of the other.
Foil Liner
Aluminum foil and foil-based laminates can provide:
- Moisture resistance
- Aroma protection
- Grease protection
- Light barrier
No entanto, adding foil does not remove the need to understand the sourcing and classification of the paperboard body itself.
Opções de estrutura
Structure affects the bill of materials, even though structure alone does not decide whether the product falls within EUDR scope.
Paper Lid and Base
A paper lid and paperboard body create a fiber-dominant package.
For standalone packaging in scope, the responsible operator should still determine whether the Regulation applies to those materials.
Tubo ombro-pescoço
A shoulder-neck tube includes an inner paperboard neck that fits inside the lid.
This structure can improve lid fit and provide a premium opening experience.
It also adds another fiber component that should appear clearly in the material specification.
Tubo telescópico
A telescopic tube normally uses:
- A long upper lid
- A short lower base
- An optional insert
This structure works particularly well for perfume, cuidados com a pele, candle and premium gift packaging.
Although the tube looks more sophisticated, the regulatory obligations are still based on scope, sourcing, classification and supply-chain role—not whether the package looks simple or luxurious.
Paperboard Inserts
Paperboard inserts can reduce the amount of plastic used in suitable applications.
They are commonly used for:
- Cosméticos
- Cuidados com a pele
- Lightweight bottles
- Gift products
Molded-Pulp Inserts
Molded pulp can hold bottles or jars securely while maintaining a fiber-based presentation.
No entanto, the exact fiber composition and sourcing information should still be documented where relevant.
Window Packaging
A PET window or cellulose-based window changes the complete material structure.
Portanto, the buyer should evaluate:
- EUDR
- PPWR
- reciclabilidade
- material separation
as separate but connected questions.
Push-Up and Twist-Up Tubes
Push-up structures are particularly useful for:
- Deodorant
- Lip balm
- Solid perfume
- Solid skincare
Enquanto isso, twist-up structures can involve additional components.
Functional performance and material sourcing should therefore be evaluated together.
Impressão & Opções de acabamento
Premium printing does not determine EUDR status, but it does affect the overall sustainability profile of the package.
Impressão CMYK
CMYK works well for:
- Photography
- Gradients
- Multi-color graphics
- Product illustrations
For EUDR purposes, the important point is whether the relevant fiber sourcing and due-diligence obligations can be supported where the product is in scope.
Pantone Printing
Pantone printing helps brands maintain consistent colors across:
- Paper tubes
- Caixas rígidas
- Folding cartons
- Paper bags
A simple one- or two-color design can also reduce visual complexity.
Estampagem a Quente
Ouro, silver and colored foil can create a premium appearance.
No entanto, a smaller foil area often gives a cleaner luxury result than covering the whole package.
Gravação e Debossing
Embossing raises the paper surface, while debossing pushes the design inward.
These techniques can create visual value without requiring large printed areas.
UV localizado
Spot UV creates gloss contrast on selected areas.
No entanto, coatings should also be reviewed when recyclability targets are important.
Matte and Gloss Lamination
Lamination can improve surface protection and appearance.
No entanto, film choices may affect the recycling behavior of the finished package.
Portanto, brands should consider EUDR together with PPWR, recyclability and end-of-life design rather than treating each requirement separately.
EUDR Due Diligence: What Buyers Should Understand
For products within scope, EUDR compliance is built around due diligence.
The European Commission’s latest FAQ describes three core steps for operators:
- Information collection
- Risk assessment
- Risk mitigation where necessary
Information can include the relevant product, quantidade, supplier, country of production and geolocation information for production plots, together with evidence relevant to legality.
If the operator cannot obtain required information, the Commission’s FAQ states that the affected relevant product should not be placed on the EU market or exported.
Does FSC Replace EUDR Due Diligence?
Não.
Certification can certainly help.
No entanto, the Commission explicitly states that certification or verification schemes can assist the risk-assessment process only to the extent that they provide the required information. Operators still have to exercise due diligence and remain legally responsible for breaches.
Portanto, FSC documentation may support sourcing evidence, but it should not be presented as a substitute for EUDR compliance.
How Long Must Records Be Kept?
The Commission FAQ states that operators should keep relevant information and evidence for five years, while applicable downstream operators and traders also have five-year record-keeping duties for specified supply-chain information.
What Should Packaging Buyers Ask Suppliers For?
A practical EUDR compliance request should be more detailed than:
“Do you have an EUDR certificate?”
EUDR is not simply a certificate-shopping exercise.
Em vez de, ask for information such as:
- Material composition
- Virgin fiber percentage
- Recycled fiber percentage
- Applicable HS/CN classification
- Paper supplier information
- Country of production
- Traceability information
- Certification documents where relevant
- Batch or order traceability
- Applicable due-diligence references
- Whether the package is supplied standalone or around another product
Claro, the exact documents depend on whether the specific product and transaction actually fall within EUDR scope.
FSC, EUDR, PPWR and EPR: What Is the Difference?
These four terms often appear in one packaging discussion, but they are not interchangeable.
FSC
FSC is a forest-management and chain-of-custody certification system.
It can help brands demonstrate responsible fiber sourcing.
EUDR
EUDR focuses on covered commodities and derived products being deforestation-free and legally produced before they are placed on or exported from the EU market.
PPWR
PPWR deals with packaging throughout its lifecycle.
It generally applies from 12 Agosto 2026 and covers packaging regardless of material or origin. The Regulation includes requirements relating to manufacturing, composition, waste prevention and recyclability, with an objective of making packaging economically recyclable by 2030.
RPE
Extended Producer Responsibility systems deal with the responsibilities of companies placing packaging on national markets and can involve registration, reporting and fees.
Portanto, EUDR compliance should form part of a wider packaging compliance matrix instead of replacing FSC, PPWR, EPR or food-contact requirements.
Sustainable Paper Packaging Beyond EUDR
EUDR compliance matters, but sustainable packaging should also use materials efficiently.
Por exemplo, brands can consider:
- Right-sizing the package
- Avoiding unnecessary board thickness
- Using recycled content where suitable
- Selecting responsibly sourced fiber
- Replacing unnecessary foam with paperboard or molded pulp
- Removing unnecessary mixed materials
- Designing removable inserts
- Improving shipping-carton utilization
- Using fewer decorative processes where possible
PPWR is especially relevant here because its objectives include reducing packaging and waste generation and making packaging placed on the EU market recyclable in an economically viable way by 2030.
Portanto, a strong packaging project should not stop at “Where did the paper come from?”
It should also ask:
“Are we using more packaging than the product actually needs?”
